In a groundbreaking citizen-centric move, the Punjab Government, under the leadership of Bhagwant Mann, has introduced India’s first Easy Registration System, inaugurated by Chief Minister Bhagwant Mann and Aam Aadmi Party (AAP) National Convener Arvind Kejriwal, dedicated to simplifying property registration for the people of Punjab.
“This is a game-changing step. Citizens will no longer need to run from one office to another or deal with multiple agents. The entire process, from start to finish, will be accessible on mobile phones—fast, transparent, and straightforward,” said Bhagwant Mann and Arvind Kejriwal.
Speaking to the media after the launch, the Chief Minister and AAP National Convener explained that citizens can now register their properties at any Sub-Registrar Office in their district, not just the one tied to the property’s location. Combined with the Seva Sahayak doorstep services via the 1076 helpline, this enhances accessibility for rural households, senior citizens, working professionals, and those with limited mobility. They highlighted that the system provides real-time WhatsApp notifications at every stage—document submission, approval, payment, and appointment scheduling—keeping citizens informed throughout.
Mann and Kejriwal emphasized that this transparency builds trust by eliminating uncertainty and making the process traceable. With online document submission, digital pre-scrutiny, and self-scheduled appointments, citizens can avoid long queues and repeated office visits. The 48-hour pre-scrutiny guarantee and no-wait final registration reduce stress and save time.
The Chief Minister and AAP National Convener noted that the system curbs corruption through online payments via a single gateway, eliminating cash handling, and introducing a unique WhatsApp-based corruption reporting mechanism. This ensures accountability by removing opportunities for unofficial demands or agent rent-seeking. By enabling self-drafting of deeds through the “Draft My Deed” tool and offering affordable doorstep services via Seva Sahayaks or Sewa Kendras, citizens can bypass exorbitant fees charged by private deed writers and middlemen.
They added that this promotes self-reliance, reduces dependency on private agents, and empowers citizens to manage their transactions independently. The online consolidated payment gateway allows all fees (stamp duty, registration fees) to be paid in one digital transaction, eliminating the need for bank visits, demand drafts, or cash handling, which often pose security risks. Mann and Kejriwal described this as a time, money, and energy-saving initiative, with 48-hour pre-scrutiny and appointment-based registration minimizing disruptions to work or family life, leading to indirect financial savings.
The system’s online portal, featuring pre-set government rates and a “Calculate My Fees” calculator, ensures transparency in budgeting, helping citizens avoid hidden costs and plan finances without relying on agents. Mann emphasized that this hassle-free system operates on the principle of “Your Property, Your Convenience,” allowing registration at the nearest or fastest office. Launched successfully in Mohali, it will be rolled out statewide in the coming days.
Mann and Kejriwal announced that the system will be implemented across Punjab by July 15, 2025, with a trial phase from July 15 to August 1 in all districts. From August 1, it will be fully operational statewide, benefiting the public. They highlighted that early notifications of issues ensure no surprises on registration day, with fixed checks and balances to hold officers accountable. If a Sub-Registrar or Tehsildar raises objections, citizens are informed instantly via WhatsApp, and senior officers like DCs and SDMs monitor these objections to prevent corruption. Unjustified delays will face strict action.

For grievances, citizens can lodge complaints via WhatsApp, including reports of bribery, and receive real-time updates on actions taken against erring officers. Mann and Kejriwal described this as a revolutionary idea that will set a new standard for public service delivery, offering citizen-centric services at doorsteps in a smooth, hassle-free manner.
They acknowledged the deep-rooted corruption in tehsils but stressed that this system is a significant step toward eradicating it. No other state has such a robust registration mechanism, and they expressed hope that Punjab’s model will inspire other states, positioning Punjab as a beacon of public facilitation.
