Reverse Migration of Industries Gaining Momentum Due to Investor-Friendly Policies

CM Reaffirms Commitment to Accelerated Industrial Growth

Chandigarh, November 22

Punjab Chief Minister Bhagwant Mann  launched the second phase of the “Fastrack Punjab Portal”, integrating 173 services from multiple departments on a single platform, marking a major leap towards making Punjab the country’s most attractive investment destination.

Speaking at the event, the Chief Minister described the initiative as the beginning of a true “Single Window with a Single Pen” system that guarantees transparency, speed, and accountability. “A pen is mightier than a stick because it builds rather than threatens,” he said, underlining that the era of harassment and delays is over.

Key highlights of the new phase:

  • Introduction of deemed approval mechanism — if authorities fail to decide within the stipulated time, approval is automatically granted.
  • Zero pendency in the existing 47 services (covering nine departments) already live on the portal.
  • New investments worth ₹1.40 lakh crore secured, creating nearly 5 lakh jobs.
  • Visible reverse migration of industries back to Punjab due to proactive policies and ease of doing business.

CM Mann urged the youth to shift from being job-seekers to job-creators, assuring continued government support through subsidised loans, grants, and hand-holding for startups. He also highlighted the ongoing transformation of school education to nurture confidence, leadership, and entrepreneurial spirit among students.

Describing industrialists as the “second Annadata” after farmers, the Chief Minister said both sectors are indispensable for Punjab’s prosperity. He proudly noted that captains of India’s national teams in hockey, cricket, football, and basketball are all from Punjab, and despite recent floods damaging crops over 5 lakh acres, the state contributed a record 150 lakh metric tonnes of paddy to the central pool.

Major Reforms under Punjab Right to Business (Amendment) Rules, 2025

To further simplify operations, the state has brought several critical pre-construction approvals under the Right to Business Act, including:

  • Registration of Principal Employer & BOCW Registration
  • Factory Licence
  • Consent to Establish/Operate
  • Stability Certificate
  • NOC for non-forest land

The entire process is now fully online through the Fastrack Punjab Portal. Entrepreneurs only need to upload proof of land ownership/consent, CRO report, master plan details, process flow, and pay fees online to receive time-bound In-Principle Approval. If no decision is taken within the prescribed timeline, deemed approval kicks in automatically.

The Chief Minister said Punjab today leads in food processing, textiles, auto components, hand tools, bicycles, IT, and tourism, and is attracting major investments from Japan, USA, Germany, UK, Dubai, South Korea, Singapore, and Spain.

Emphasising partnership with industry, he highlighted the formation of 24 sector-specific committees comprising industrialists to shape policies. “Together, we will make Punjab the number-one industrial and export hub of India,” CM Mann declared, thanking investors for their faith in the state’s vision.

With transparent governance, zero tolerance for red tape, and a business-friendly ecosystem, Punjab is witnessing a historic industrial resurgence.
