Chandigarh, February 25

In a major crackdown aimed at protecting aspiring youth from falling victim to illegal travel agents, the Punjab Police conducted raids and search operations at 1,274 immigration firms across the state. The operation was carried out under the directives of Chief Minister Bhagwant Singh Mann , who has emphasized safeguarding citizens from fraudulent practices by unscrupulous agents.

The large-scale action was spearheaded by Director General of Police (DGP) Punjab, Gaurav Yadav , and executed simultaneously in all 28 police districts of the state from 11 AM till late evening on Monday . This initiative comes amid an ongoing statewide crackdown against illegal travel agents, prompted by recent incidents of deportation of Indians from the USA.

Details of the Operation

According to Special DGP Law and Order, Arpit Shukla , who personally monitored the daylong operation, police teams registered 24 First Information Reports (FIRs) against defaulting travel agents and arrested seven individuals for their involvement in illegal activities.

All Commissioners of Police (CPs) and Senior Superintendents of Police (SSPs) were instructed to form special police teams under the supervision of gazetted officers to conduct searches at immigration and travel agent firms within their jurisdictions.

“All CPs/SSPs were directed to ensure strict action against travel agents found violating the mandatory provisions of the Punjab Travel Professionals’ Regulation Act, 2012 , or those who have defrauded innocent people with false promises of facilitating illegal entry into foreign countries,” stated Special DGP Arpit Shukla.

Provisions of the Punjab Travel Professionals’ Regulation Act, 2012

Under the Punjab Travel Professionals’ Regulation Act, 2012 , all travel agents are required to:

  • Obtain a license from the Deputy Commissioner’s office , valid for five years and renewable for subsequent periods.
  • Display their license prominently at their premises.
  • Maintain detailed records of clients and services provided.
  • Inform authorities before advertising or organizing seminars.

Additionally, licensed agents are prohibited from engaging in unauthorized activities, including human smuggling or assisting illegal emigration. Non-compliance with these regulations can lead to suspension or cancellation of licenses, along with legal consequences.

Formation of Special Investigation Team (SIT)

To address grievances and investigate complaints from deportees, the DGP Punjab has constituted a four-member Special Investigation Team (SIT) headed by ADGP NRI Affairs, Praveen Sinha . The SIT will examine cases related to illegal migration and take necessary legal action against offenders.

Appeal to Citizens

Special DGP Arpit Shukla urged the public to exercise caution and verify the credentials of travel agents before entrusting them with personal documents or money. “Only engage with agencies that hold a valid license issued by the Deputy Commissioner under the Punjab Travel Professionals’ Regulation Act, 2012 ,” he advised.

He further emphasized the importance of due diligence, stating, “Fraudulent travel agents exploit the dreams of our youth by making false promises. It is crucial for citizens to ensure they are dealing with authorized and legitimate professionals.”
