Additional District Magistrate Isha Singhal has issued orders under Section 144 of the Code of Criminal Procedure, 1973 (Act No. 2 of 1974), imposing a ban on the use of various musical instruments and firecrackers within the Patiala district limits to curb noise pollution. These orders will remain in effect until August 5, 2025.
The restrictions prohibit the use of loudspeakers and other audio/music devices during meetings, rallies, protests, or events organized by political parties, organizations, NGOs, private, social, religious, or commercial entities, as well as during weddings, celebrations, or other occasions at buildings, public spaces, open areas, or pandals, without prior written permission from the respective Sub-Divisional Magistrate. This is in accordance with the Punjab Instruments (Control of Noise) Act, 1956. Even with permission, the use of such acoustic and musical instruments is strictly banned in any building or location from 10:00 PM to 6:00 AM.

The orders stipulate that noise levels at permitted locations—whether at event sites, religious places, or buildings—must not exceed the sound standards prescribed by the Government of India’s notification dated February 14, 2000, under the Noise Pollution (Regulation and Control) Rules, 2000, specific to each location. The use of any audio/music device or machine producing sound beyond the prescribed limits is completely prohibited.
Additionally, following Supreme Court guidelines on preventing noise and environmental pollution, a total ban has been imposed on the manufacture, sale, and storage of firecrackers that produce sound or danger exceeding 125 dB(AI) or 145 dB(C) peak within a four-meter radius, emit excessive smoke, or pollute the environment. The use of prohibited explosive materials in firecrackers is also banned, though this does not apply to specified sound- and light-emitting firecrackers. Firecracker use is prohibited from 10:00 PM to 6:00 AM and within 100 meters of silence zones declared by competent authorities such as ministries, environmental bodies, forests, hospitals, educational institutions, courts, or religious sites. Except in special circumstances, the use of horns on vehicles or at any location between 10:00 PM and 6:00 AM, including pressure horns, multi-tone horns, musical horns, or any noise-polluting horns, is banned. The manufacture and sale of such horns are also prohibited.

The order further bans managers or owners of buildings, commercial complexes, public spaces, cinemas, malls, hotels, restaurants, or fairs from playing loud, threatening, or obscene music under any circumstances.
Firecracker factories/units in Patiala district must adhere to Supreme Court guidelines, producing only firecrackers within prescribed sound/danger limits and sizes. Manufacturing firecrackers exceeding noise limits, polluting the environment, or using banned explosives is strictly prohibited. These orders do not apply to government machinery or emergency situations, and violators will face legal action.
