Child Rights Commission Orders Strict Action Against Accused in Ludhiana “Taliban-Style” Punishment Case

Chandigarh, January 22
The Chairman of the Punjab State Child Rights Protection Commission, Kanwardeep Singh, has taken suo-moto cognizance of the recent incident in Ludhiana where a clothing factory owner subjected a mother and her three daughters to public humiliation by parading them with blackened faces and signs reading “I am a thief.” This act constitutes a grave violation of children’s rights.
The Chairman has issued orders to the Police Commissioner of Ludhiana to immediately register a case under relevant sections of the Juvenile Justice (Care and Protection of Children) Act, 2015, the Child Labour (Prevention and Regulation) Act, 1986, and the Indian Penal Code, 2023. Strict action must be taken against the accused, and a report on the actions taken must be submitted to the Commission by January 23, 2025.

Furthermore, the Chairman has directed the Police Commissioner to take stringent action against individuals circulating photographs of the children, as this is a violation of the Juvenile Justice Act.
The Deputy Commissioner of Ludhiana has been instructed to take necessary action under the Child Labour Act against the factory owner and others involved. The Deputy Commissioner is required to submit a report on the actions taken within seven days to the Commission.
