Punjab Finance Minister Advocate Harpal Singh Cheema on Tuesday commended the amendment to the Punjab Apartment and Property Regulation Act 1995 (PAPRA Act 1995), introduced by Chief Minister Bhagwant Singh Mann in the Punjab Vidhan Sabha. He hailed it as a significant step towards improving the state’s economy and providing relief to common people.
Empowering Homeowners
Cheema emphasized that the amendment would empower those who had purchased small plots before July 31, 2024, through written agreements. These individuals would no longer be burdened by the complex NOC process. He expressed his gratitude to Chief Minister Bhagwant Singh Mann for prioritizing the needs of the common people.

Addressing Illegal Colonies
The Finance Minister highlighted that the PAPRA Act was enacted to prevent unauthorized colonies. However, the previous governments’ failures led to the proliferation of such colonies, often lacking basic amenities. These colonies became breeding grounds for deceitful activities, exploiting innocent people.
Benefits of the Amendment
The amendment exempts plots up to 500 yards from NOC requirements, simplifying the process of obtaining electricity connections, sewerage, and registry. This is expected to generate revenue for the state, allowing the government to improve infrastructure in these colonies.

Cheema described this as a major decision in Punjab’s history. It would provide relief to those struggling to register their plots and boost the state’s economy through increased revenue collection.
