Punjab Police Foils Major Terrorist Plot; Three BKI Module Operatives, Including a Minor, Arrested

In a significant breakthrough under Chief Minister Bhagwant Singh Mann’s directives to make Punjab a secure state, the Punjab Police has dismantled a Pakistan-ISI-backed Babbar Khalsa International (BKI) terrorist module operated by UK-based Nishan Singh under the instructions of terrorist Harwinder Singh Rinda. Three operatives, including a 17-year-old minor, were arrested, thwarting a major terrorist conspiracy.

Director General of Police (DGP) Punjab Gaurav Yadav announced the arrests, identifying the operatives as Sahibpal Singh and Vikramjit Singh, both residents of Ramdas, Amritsar, along with the minor. The operation was conducted by the State Special Operation Cell (SSOC) Mohali based on credible intelligence.

During the operation, the police recovered:
- Two hand grenades
- One 9mm Glock pistol with three live cartridges
Plot Details
DGP Yadav revealed that the module was planning targeted attacks on police establishments and premeditated murders in Amritsar. “This arrest has foiled a major terrorist plot, saving countless innocent lives,” he said, adding that further investigations are underway to uncover additional links, with more arrests and recoveries expected.
Investigation Insights
Assistant Inspector General (AIG) SSOC SAS Nagar Ravjot Grewal disclosed that Sahibpal Singh, during interrogation, revealed he was acting on instructions from Lovepreet Singh, alias Lov, a notorious criminal currently lodged in Firozpur Jail. Lovepreet, facing multiple cases under the Unlawful Activities (Prevention) Act, Explosives Act, and attempt to murder, played a key role in mobilizing and directing the operatives.
Following Sahibpal’s revelations, Lovepreet was brought to SSOC SAS Nagar on a production warrant. Interrogation confirmed that Lovepreet instructed Sahibpal to procure weapons and explosives, who then involved Vikramjit Singh to assist in obtaining and transporting the materials.
Intended Use of Weapons
AIG Grewal stated that the recovered hand grenades were intended for use in targeted explosions, with the location and timing to be specified later by foreign-based handlers. The Glock pistol was meant for executing premeditated murders of rival gang members.
Legal Action
A First Information Report (FIR) No. 09, dated April 22, 2025, has been registered at SSOC SAS Nagar police station under Sections 25(1)(b) and 25(7) of the Arms Act and Sections 3, 4, and 5 of the Explosives Act.
