Punjab Finance Minister Harpal Cheema declared that the state is undergoing a transformative industrial revolution, fueled by the progressive policies of the Chief Minister Bhagwant Mann-led Punjab Government. Speaking at a trade fair co-hosted by HMT Industrial Park and Maya Garden Group on June 22, 2025, Cheema outlined a series of initiatives designed to propel industrial development and attract new enterprises to the state.
Fast-Track Single Window System: A Game-Changer
Cheema highlighted the revolutionary Fast-Track Single Window System, which guarantees project approvals within 45 days. “This system ensures timely permissions with automatic deemed approval if deadlines are missed, holding officials accountable,” he said. Six key departments—Revenue, Housing & Urban Development, Local Government, Punjab Pollution Control Board, Forest & Wildlife, and Labour and Factories—process pre-approvals efficiently through this streamlined platform.

Innovative Land and Policy Reforms
The Finance Minister announced several policy reforms to support industrial growth:
- Colour-Coded Stamp Paper: Registered sale deeds now include built-in Change of Land Use (CLU) approval, simplifying property transactions.
- Plot Clubbing and De-Clubbing Policy: Addressing long-standing industry demands, this policy allows merging or dividing adjacent plots to optimize land use and facilitate expansion.
- Leasehold to Freehold Conversion: The government is formulating a policy to convert leasehold plots to freehold, enhancing flexibility for industrialists.
- Simplified CLU Process: Standalone industries in permissible zones no longer require CLU permissions, reducing setup time and complexity.
Financial Incentives and Industry Support
Cheema emphasized the government’s commitment to fostering industrial growth, noting that Rs 180 crore in incentives were disbursed to the industrial sector in the first two months of the 2025-26 financial year. “We are dedicated to supporting existing industries while actively attracting new businesses to strengthen Punjab’s industrial ecosystem,” he affirmed.

Meghraj Garg, CMD of HMT Group, praised the Punjab Government for creating a conducive industrial environment. Located in Lalru’s “Red Zone,” HMT Industrial Park supports all types of industries and benefits from excellent connectivity to NH 22, NH 72, and NH 73. Garg lauded the government’s swift approval processes, which have bolstered the park’s development as an emerging industrial hub.
