Vigilance Bureau Arrests Two MCL Clerks for Missing Policy Record

The Punjab Vigilance Bureau (VB) has arrested two clerks of the Municipal Corporation Ludhiana (MCL) for missing a crucial policy record. Ajay Kumar, a clerk in the Law Branch (Zone-A), and Lakhvir Singh, a clerk in Teh Bazaari (Zone-C), have been accused of negligence and misconduct.

An FIR has been registered against the two clerks under sections 409, 201, 204, 120-B of the Indian Penal Code and sections 13(1) and 13(2) of the Prevention of Corruption Act at the VB police station in Ludhiana.

The case stems from a 2010 Punjab and Haryana High Court order directing the relocation of temporary markets in Ludhiana. A policy was framed by the then Mayor of MCL and approved by the General House, but the original record of this policy went missing.

An inquiry was conducted by the VB Ludhiana range following orders passed by the High Court in 2023 and 2024. When the original record was not provided by MCL officials, the High Court directed the VB to register an FIR and investigate the matter.

An investigation revealed that the original file was not traceable. During the inquiry, clerk Lakhvir Singh stated that he had given the file to another clerk, Roni, who has since passed away. However, further investigation found this claim to be false.

The VB found that both Lakhvir Singh and Ajay Kumar were responsible for the missing policy record and registered a case against them. The role of other officials involved in the matter will also be examined during further investigation.
