Punjab Government Seeks Legal Action Against BBMB Chairman for Misleading High Court

The Punjab Government has launched legal proceedings against Bhakra Beas Management Board (BBMB) Chairman Manoj Tripathi, accusing him of deliberately misrepresenting facts before the Punjab and Haryana High Court.

In a robust response filed in CWP PIL No. 101 of 2025 against CM No. 123 of 2025, Punjab refuted claims of illegal detention of the BBMB Chairman. A state government spokesperson highlighted that during live court proceedings on May 8, 2025, Tripathi admitted he was merely surrounded by local citizens and was safely escorted by Punjab Police. Contradictorily, his affidavit dated May 9, 2025, alleged illegal detention, contradicting his earlier statement.

Citing this discrepancy, Punjab has urged the High Court to initiate an inquiry under Section 215 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, for submitting a knowingly false affidavit, invoking Section 379 of BNSS. Additionally, the state seeks contempt of court proceedings against Tripathi and Sanjeev Kumar, Director (Water Regulation), for willfully disobeying the High Court’s order dated May 6, 2025.

The Punjab Government clarified that the May 6 court order only directed the implementation of decisions from a May 2, 2025, meeting, which were never formally communicated to state authorities or Tripathi. Despite this, Tripathi misrepresented the order, falsely claiming it mandated the release of 8,500 cusecs of water to Haryana, misleading BBMB staff, the court, and stakeholders.

The state’s actions underscore its commitment to upholding judicial integrity and countering misinformation in this contentious matter.
