Harjot Bains Directs DEOs to Dedicate Two Hours Daily in the Field to Enhance School Performance

Chandigarh, March 10:
In a decisive move to elevate the standard of state government schools and deliver world-class education, Punjab School Education Minister S. Harjot Singh Bains has instructed all District Education Officers (DEOs – both Elementary and Secondary) to spend the first two hours of each day (9 AM to 11 AM) in the field. In addition, DEOs are required to develop district-specific, data-driven action plans with measurable outcomes, with their performance being reviewed on a monthly basis.
These directives were announced during an all-day review meeting at MGSIPA in Chandigarh, where Minister Bains also emphasized the importance of on-ground implementation of initiatives such as the Schools of Eminence (SOEs) project, enrollment drives, and student coaching programs.
Highlighting the critical role of education in shaping Punjab’s future, Minister Bains reiterated the government’s commitment, led by Chief Minister S. Bhagwant Singh Mann, to transform the education system. He stressed that the DEOs must accelerate the development of SOEs by focusing on infrastructure completion, boosting enrollment figures, filling vacant positions, and enhancing student coaching for competitive examinations like the JEE—ensuring regular assessment and timely interventions.
Moreover, Minister Bains called for the swift execution of Mission Samrath with clear targets for improving foundational literacy and numeracy among Grades 3-8 students. He also directed officials to ensure that all schools meet minimum infrastructure standards, with special attention given to functional and separate toilets for boys and girls, safe drinking water, dual desks, and proper boundary walls.

The Minister underscored the need for an intensive enrollment drive across all school levels—Primary, Upper Primary, Secondary, and Senior Secondary—to address pending admissions and resolve infrastructural bottlenecks under NABARD and Samagra Shiksha within stipulated timelines.
Secretary School Education Ms. Anindita Mitra, Director General School Education Mr. Vinay Bublani, Special Secretary Mr. Rajesh Dhiman, and other senior department officials were present at the meeting, reaffirming that education remains the government’s foremost priority, with all necessary resources being mobilized to meet the set targets.
