Punjab’s industrial revival under the Aam Aadmi Party-led government received a major boost as Chief Minister Bhagwant Mann inaugurated Tata Steel’s second-largest plant in India in Ludhiana. The event was hailed as clear evidence of a decisive shift in policy direction from the past. Promising thousands of jobs and launching green energy-driven steel production for the first time in the country, the Chief Minister sharply contrasted the present pro-industry environment with previous regimes, stating that industries once driven away by poor policies are now returning.
The state-of-the-art plant, established in Ludhiana at a cost of ₹3,200 crore, represents a significant milestone in transforming Punjab’s industrial landscape.
Addressing the gathering after inaugurating the facility, CM Mann said, “This is a historic day that will give a massive push to the economic development of the state. Today, Punjab has become the first state in India to commence steel production using green energy through this Electric Arc Furnace-based plant. It is a red-letter day for Punjab, as Tata Steel has taken responsibility for brightening the future of 2,600 to 2,700 families directly and 8,000–10,000 indirectly. This world-class plant is equipped with cutting-edge green energy technology.”
Congratulating the Tata Steel team, he added, “When a company like Tata Steel chooses to invest in a state, it reflects deep trust, confidence, and belief in its future. Tata Steel’s presence sends a strong message that Punjab is ready for the next phase of industrial growth. This is not merely an investment project—it is a golden opportunity for Punjab’s youth, engineers, skilled workforce, and manufacturing sector to grow stronger.”
Highlighting the forward-looking vision, the Chief Minister continued, “Punjab has always been a land of entrepreneurs, and cities like Ludhiana are globally renowned for their entrepreneurial spirit, hard work, and manufacturing prowess. With modern facilities like this Tata Steel plant, we are reinforcing our legacy and preparing Punjab for the future of manufacturing. This is Tata Steel’s first Electric Arc Furnace-based plant in India, demonstrating that Punjab is attracting not just any investment, but modern, future-ready, and sustainable investment. Such production aligns with the global shift toward efficiency, sustainability, and optimal resource use.”
Reaffirming the government’s industrial vision, he stated, “We aim to make Punjab one of the most preferred industrial destinations in India. We want companies to view Punjab not only as a market but as a long-term manufacturing partner. The Tata Group is globally respected for its commitment to social responsibility, and Ratan Tata always led by example in this regard.”
Recalling a personal anecdote about Ratan Tata, who started a dog shelter at Bombay House for stray dogs affected by monsoons, CM Mann described him as “Desh ka Beta” (son of the nation). He noted that when Ratan Tata passed away, the entire country mourned his immense contributions to nation-building and his global reputation. Punjab is proud to be the first state in India to initiate green-energy steel production.
Referring to his visit to Japan, the Chief Minister observed, “Countries like Japan are already advancing toward large-scale green energy adoption, and this project shows that Punjab is investing in the future. Punjab’s excellent air, rail, and road connectivity make it an ideal business destination. We have also requested the Tata Group to introduce more flights connecting Punjab to Europe and other Western countries for our diaspora.”
Celebrating Punjab’s rich heritage, he said the state is blessed with the legacy of Gurus, saints, seers, martyrs, and patriots—a land where every seed can flourish except the seed of hatred. Punjab has played a pivotal role in the nation’s food security and defence, earning it the titles of “Food Bowl” and “Sword Arm” of India. The new plant will serve as a major employment generator across the state.
Detailing the project’s scale, CM Mann added, “Today we are writing history—Tata is investing not only capital but also its reputation. Spread over 115 acres, the investment has increased from ₹2,600 crore to ₹3,200 crore. The plant will use 100% steel scrap as raw material, ensuring environmental sustainability. The Tata Group operates in over 100 countries across six continents and employs more than one million people. Punjabis are known for their honest and dedicated work, which has always strengthened industry-worker relations. The state government is aggressively attracting investment to accelerate industrial growth.”
Outlining key achievements, he highlighted, “In the past four years, we have secured investments worth ₹1.58 lakh crore, generating employment opportunities for over five lakh youth. Our approach is straightforward: stable policies, swift decisions, and strong industry partnerships. The government should act as a facilitator, not an obstacle, making it easier for industries to invest and expand.”

Reaffirming the state’s commitment, he declared, “Punjab is open for business—it welcomes investment and supports industries that create jobs and strengthen the economy. Every new factory and investment brings us closer to widespread employment generation. When industries grow, Punjab grows; when Punjab grows, the nation grows. As industries create jobs at home, our youth can build bright futures without leaving the state. From traditional industry to advanced manufacturing, Punjab is moving toward global competitiveness and a robust industrial ecosystem.”
Appreciating the collaborative spirit, the Chief Minister said, “Industrial development is always a partnership. When government and industry work together with trust and clarity, projects progress faster and deliver stronger results.” He expressed confidence that this project will become a cornerstone of Punjab’s industrial growth story and inspire more companies to view Punjab as a serious manufacturing hub.
CM Mann assured Tata Steel and the broader industry of full government support, describing them as true partners in Punjab’s progress. “This project is a vital milestone in the state’s economic development. It will help transform Punjab into a major industrial hub and accelerate overall growth. The day is not far when Punjab will lead the country not only in agriculture but also in industry,” he concluded.
Earlier, Industries Minister Sanjeev Arora welcomed the dignitaries. Also present on the occasion were Cabinet Minister Hardeep Singh Mundian, Chief Secretary KAP Sinha, and other senior officials.
