Punjab Chief Minister Bhagwant Mann announced that the state’s new Land Pooling Policy is designed to provide farmers with a sustainable income source, as agriculture has become less viable. Speaking at a farmers’ interaction in Bathinda on Friday, he emphasized the policy’s role in fostering inclusive growth and development.
CM Mann explained that the land pooling scheme aims to create a perennial income stream for farmers by making them active partners in Punjab’s progress. “No land will be forcibly acquired. Only farmers who voluntarily agree will participate,” he assured, adding that participants will receive commercial and residential plots alongside compensation. These commercial properties in planned colonies will serve as long-term assets for farmers’ financial security.
Highlighting the policy’s broader impact, Mann stated, “This scheme will accelerate Punjab’s overall development, benefiting every citizen.” He guaranteed that all land acquisitions will be transparent and legally conducted, with no coercion.
Addressing the issue of illegal colonies, Mann noted that Punjab has the highest number in the country due to past governments’ negligence. “These colonies lack basic amenities, causing hardship for residents. Our land pooling policy allows voluntary participation, and acquired land will be used for planned Urban Estates to promote organized development,” he said.

Contrasting his government’s approach with previous administrations, Mann criticized former leaders for undermining Punjab’s interests. “Earlier, leaders avoided the public. We engage with people, seek their feedback, and work for their welfare,” he said, pledging to make citizens active partners in the state’s socio-economic growth.
Mann highlighted that over 54,000 merit-based jobs have been provided to Punjab’s youth, free from corruption or nepotism, empowering them as contributors to the state’s development. He also announced the Easy Registration of Land project, launched in Mohali and set to expand statewide from August 1, 2025. This initiative allows property registration at any Sub-Registrar Office within a district, streamlining processes and curbing corruption in Tehsil offices.
On water management, Mann criticized past governments for neglecting canal water, leading to over-reliance on tube wells and severe groundwater depletion. “We’ve installed 700 km of pipelines to restore canal water to dried-up areas, including tail-end villages, reviving traditional water courses,” he said.
