Punjab Attracts ₹400 Crore from Toppan Films in Japan

MoU Signed for Setting Up Skill Excellence Centre in the State

Chandigarh, December 3:

Punjab Chief Minister Bhagwant Mann, currently on an official visit to Japan, on Wednesday secured a major investment commitment of ₹400 crore from leading Japanese company Toppan Speciality Films Private Limited (TSF) for expansion of its existing manufacturing facility in the state.

In a significant development, TSF and Invest Punjab also signed a Memorandum of Understanding (MoU) to establish a Skill Excellence Centre in Punjab aimed at delivering world-class training to skilled, semi-skilled workers and youth, thereby boosting industry-relevant skills and employability.

Addressing the media, the Chief Minister said the proposed centre will focus on:

  • Training programmes aligned with current and emerging industry requirements
  • Development of high-end technical skills currently in short supply
  • Industry-recognised and globally benchmarked certifications
  • Apprenticeship opportunities with potential absorption in TSF and other large industries in Punjab and across India
  • Academic collaboration with polytechnics/technical institutes for joint curriculum design and delivery

TSF will provide financial assistance, technical expertise, training support, and industry-oriented curriculum development for the centre. The company will also facilitate apprenticeships and prioritise suitable trainees for employment.

Highlighting the investment, CM Bhagwant Mann said TSF’s ₹400 crore expansion plan reflects the company’s strong confidence in Punjab’s business ecosystem. The project will focus on capacity enhancement, creation of new jobs, integration of advanced technologies, and reinforcing TSF’s long-term commitment to India with Punjab as its key hub.

The Chief Minister assured complete support and single-window facilitation from the state government for timely approvals and smooth execution of the project.

TSF representatives praised Punjab’s investor-friendly policies, seamless government-industry coordination, availability of high-quality talent, reliable power supply, and ease of doing business. They expressed gratitude for the continued support from the Government of Punjab and Invest Punjab, and reiterated their eagerness to deepen the partnership through this expansion.

The development marks another milestone in Punjab’s efforts to attract global investments and create sustainable employment opportunities for the youth.
