Punjab Cabinet, Led by CM Bhagwant Singh Mann, Approves Mukh Mantri Sehat Yojna for ₹10 Lakh Cashless Treatment

In a historic move, the Punjab Cabinet, chaired by Chief Minister Bhagwant Singh Mann, approved the Mukh Mantri Sehat Yojna on Thursday, making Punjab the first state in India to offer cashless medical treatment up to ₹10 lakh to all its residents. The decision was made during a Council of Ministers meeting at the Chief Minister’s official residence.

Coverage: Every family in Punjab will be eligible for cashless treatment up to ₹10 lakh, a significant increase from the previous limit of ₹5 lakh.

Beneficiaries: The scheme will cover Punjab’s entire population of over 3 crore residents, including government employees and pensioners, with no income-based restrictions.

Healthcare Access: Treatment will be available at all government hospitals and over 550 empanelled private hospitals, with plans to expand to 1,000 hospitals soon.

Registration: Health cards will be issued at Seva Kendras or Common Service Centers (CSCs). Residents can also register online using their Aadhaar card or Voter ID.
A spokesperson from the Chief Minister’s Office stated that the scheme ensures no Punjab resident will forgo medical treatment due to financial constraints, setting a new benchmark for universal healthcare in India. Punjab is now the first state to provide free healthcare, education, electricity, and bus travel to its citizens.

Following the principle of Sarbat da Bhala (welfare of all), as preached by the Sikh Gurus, the Punjab Government aims to ensure inclusive well-being for all sections of society. Relief for Investors
In a separate decision, the Cabinet addressed challenges faced by investors by revising the implementation date for collecting Change of Land Use (CLU), External Development Charges (EDC), License Fees (LF), and other charges for projects under the Popular Act or Mega Project Policy. Previously, these charges were applied to new real estate projects and extensions of ongoing projects from April 1, 2025, as per a notification dated June 4, 2025. The Cabinet has now decided to enforce this notification from June 4, 2025, meaning:

Projects submitted on or before June 4, 2025, will be charged as per the previous policy.

Projects submitted after June 4, 2025, will follow the new rates effective from that date.
