Punjab Sets National Benchmark: Achieves Lowest Pendency in Service Delivery

The Punjab Government has marked a significant achievement in citizen-centric governance by delivering 99.88% of essential services within the stipulated timeframe, securing the lowest pendency rate in service delivery across India, announced Aman Arora, State President of AAP and Minister for Good Governance & Information Technology (GG&IT), Punjab.

Speaking at a press conference at MGSIPA after a review meeting with senior officials and Deputy Commissioners, Arora highlighted that between June 18, 2024, and June 17, 2025, over 48.85 lakh citizens availed various citizen-centric services. An impressive 99.88% of these services were delivered on time, with only 5,868 services (0.12%) exceeding the prescribed timeline. This milestone reflects the efficiency of the Chief Minister Bhagwant Mann-led government’s robust service delivery system, which earned Punjab the top rank from the Government of India for timely service delivery.

Arora added that the government plans to reward officials with zero pendency, while directing Deputy Commissioners to take strict action against habitual delayers and officials raising unnecessary objections.

Emphasizing the state’s commitment to transparency and accountability, the Good Governance Minister noted that Punjab has launched a pioneering project to eliminate delays and corruption while ensuring transparent service delivery. Approximately 98% of officials and local representatives, including Patwaris, Municipal Councillors, Sarpanches, and Namberdars, have been onboarded to digitally verify certificate applications. This initiative reduces citizens’ hassles by eliminating the need for physical visits for document verification, enhancing efficiency.

Arora praised Punjab’s service delivery system, crediting the Chief Minister-led government’s dedication to citizen-centric governance. He also commended the Deputy Commissioners and the GG&IT department’s team for their tireless efforts in achieving this feat. The online service delivery system has transformed access to services, ensuring transparency, accountability, and promptness, significantly improving citizens’ lives.

During the meeting, Arora instructed GG&IT officials to revamp the citizen service delivery portal (connect.punjab.gov.in) to improve user experience, efficiency, and accessibility. The initiative aims to provide a self-service platform, enabling citizens to apply for services online without visiting government offices. Additional Chief Secretary GG&IT, Vikas Pratap, assured the minister that the portal would be redesigned promptly, and a robust public grievance redressal mechanism would be established to address public concerns effectively.
