VB Tightens Noose: Former PSPCL CMD, Ex-XEN & Builder Arrested in Corruption Case

Chandigarh, May 20, 2026:
The Punjab Vigilance Bureau’s Economic Offences Wing, Ludhiana, has arrested former PSPCL Chairman-cum-Managing Director K.D. Chaudhary, former Senior XEN Sanjeev Prabhakar, and colonizer Amit Garg, Director of M/s Damini Resort and Builders Pvt. Ltd., Ludhiana, in connection with a corruption case linked to the installation of the 66 KV Basant Avenue Substation.

According to an official spokesperson of the Vigilance Bureau, the arrests were made following findings of Vigilance Inquiry No. 05 dated May 10, 2021, after a detailed investigation into alleged irregularities and misuse of official authority.

The investigation revealed that the colonizer of Basant Avenue, allegedly in connivance with PSPCL field officers, managed to get a 66 KV substation installed on 1015 square yards within the colony. Authorities stated that if proper verification of No Objection Certificates (NOCs) and the combined electricity load of interconnected colonies had been carried out at the time, the full cost of the substation would have been borne by the colonizer instead of the power utility.

The spokesperson further stated that guidelines issued by the Ministry of Power regarding the installation of substations were allegedly ignored. Critical facts, including the absence of a paved road and the substation’s location nearly 3 kilometers away from Pakhowal Link Road in undeveloped fields, were reportedly omitted from official proposals and departmental notes submitted to senior authorities.

Even today, the 66 KV Basant Avenue substation remains situated in an underdeveloped area surrounded by fields, with no proper road connectivity.

Investigators also found that the proposal forwarded by then-XEN Sanjeev Prabhakar and other officials for setting up the substation was approved by then CMD K.D. Chaudhary despite several objections and shortcomings pointed out during the process. The move allegedly provided direct benefit to the Basant Avenue colony project.

The Vigilance Bureau confirmed that further investigation is underway following the arrest of the three accused in the case.
