₹ Crores in Savings + Cleaner Energy + Safer Roads: Revolutionary Gau Protection Plan

Patiala-based environmentalist, international author, and educationist Anil Kumar Bharati has prepared a groundbreaking five-point ‘Panch-Sutriya Gau-Vansh Raksha Evam Sanvardhan Karyayojana’ (Five-Pronged Plan for Protection and Development of Cattle Breed) aimed at strengthening the rural economy of the nation and providing a permanent solution to the problem of stray and destitute cattle.
He has formally sent this detailed scientific research proposal to the Union Minister of Agriculture and Farmers Welfare, Shivraj Singh Chouhan. The plan is being regarded as a powerful step toward realizing the Government of India’s visions of ‘Atmanirbhar Bharat’ (Self-Reliant India) and ‘Waste to Wealth’.
Core Foundation of the Scheme: The main pillar of the proposal is to construct gaushalas (cow shelters) on all village grazing lands (gauchar zameen), make them economically self-reliant, and transform them into ‘Energy Production Centers’. Bharati has suggested installing solar panels on the rooftops of all gaushalas and on gauchar lands across the country to create a nationwide ‘Gau-Solar Energy Corridor’. This would not only help resolve the country’s energy crisis but also enable gaushalas to generate revenue by selling surplus electricity, thereby becoming financially independent.
He has recommended adopting the successful model of ‘Kamdhenu Gaushala’ run by DJJS in Nurmahal, Punjab, at the national level. This model successfully implements ‘Zero Waste’ technology by harmonizing modern science with ancient traditions.

Emphasis on Environment Protection and Public Safety: The plan lays special stress on environmental conservation and citizen safety. Shri Bharati advocates making the use of ‘Gau-Kasht’ (cow dung-based logs prepared as per Sanatan Dharma scriptures using sacred cow dung and panchgavya) mandatory in place of wood at cremation grounds (50–100% usage), which would save crores of trees from being cut down every year.
To prevent road accidents and agricultural damage caused by stray cattle, he proposes ‘Digital Geo-Tagging’ of destitute cattle and the creation of a centralized ‘Cow-Welfare Portal’ to ensure transparency between the administration and the public.
Integration of Rural Self-Employment and Technology: The scheme strongly emphasizes the use of ‘Kushagra Buddhi-matta’ (Artificial Intelligence) and modern veterinary systems. It includes the establishment of 24×7 animal ambulances (toll-free number 1962) and state-of-the-art trauma centers in every district, along with a blueprint to connect educated youth to the ‘Agri-Tech’ sector.
Additionally, it suggests appointing experienced and retired senior citizens as ‘Sasammaan Paryavekshak’ (Honorary Supervisors) so that their wisdom can be utilized in management, discipline, and oversight.
Bharati expressed confidence that this work plan, inspired by the service ideals of his revered late father, Late Om Prakash Kaushish will not only protect the cattle breed but also position India globally as a leader in ‘Organic Farming’ and ‘Renewable Energy’.
He has urged the Central Government to prioritize and implement this scientific research proposal at the earliest, which he believes will usher in a new era for Indian agriculture and the rural economy.
