In a bid to transform Sahibzada Ajit Nagar (Mohali) into a safer, crime-free city, Punjab Chief Minister Bhagwant Mann today inaugurated Phase-I of the City Surveillance and Traffic Management project, developed at a cost of Rs 21.60 crore.
The Chief Minister described the system as a major leap forward in urban surveillance and traffic management. “This state-of-the-art solution is designed to enhance public safety, reduce traffic violations, and support efficient law enforcement through advanced AI-powered monitoring,” said Mann. The project, developed at a total cost of Rs 21.60 crore, features an Integrated Command and Control Center (ICCC) at Sector-79, Mohali, which integrates 351 high-resolution CCTV cameras deployed across 17 critical junctions.
Mann explained that the system streamlines traffic management, boosts public security, and aids law enforcement efforts. It comprises 175 Automatic Number Plate Recognition (ANPR) cameras, 50 Red Light Violation Detection (RLVD) cameras, 92 bullet cameras for general surveillance, 18 PTZ (Pan, Tilt, and Zoom) cameras for enhanced monitoring, and Speed Violation Detection systems at two key locations with 16 cameras. A key highlight is the automated e-challan system, fully integrated with NIC’s VAHAN and SARATHI databases.
This integration enables the automatic issuance of e-challans for offenses such as red-light jumping, overspeeding, triple riding, wrong-side driving, riding without a helmet, and violations of stop line/zebra crossing rules. On average, the system generates between 5,000 and 6,000 challans per day, significantly bolstering traffic enforcement and compliance.

Following the successful launch of Phase I, the Punjab Government is planning Phase II of the project, which will cover additional locations across the district to further enhance the city’s surveillance network.
The Chief Minister also highlighted plans for strategic upgrades including advanced CCTV surveillance at key locations, AI-driven Adaptive Traffic Control Systems (ATCS) and Vehicle Actuated Control (VAC) at major intersections, and the introduction of Smart Traffic Lights that adjust to real-time traffic flow to optimize vehicle movement and reduce congestion. Furthermore, unified traffic corridors will be established to ensure smoother transit across Mohali, Kharar, Zirakpur, and Derabassi.
Describing the ICCC project as a major milestone in urban security and smart traffic management, Chief Minister Mann emphasized that, given Mohali’s rapid growth as a commercial, IT, and residential hub, this initiative will play a crucial role in maintaining law and order, ensuring seamless traffic flow, and enhancing public safety. He affirmed that the Punjab Government is committed to leveraging cutting-edge technology to build safer and smarter cities, setting new benchmarks in urban governance and security.
