Chandigarh Grenade Blast Case: USA-Based Gangster Happy Passia’s Promises of Riches Turn to Radio Silence for Accused Persons, Reveals Probe

Punjab Police, in conjunction with Central Agencies and Delhi Police, arrest second accused Vishal Masih within 72 hours.

With the Punjab Police, in collaboration with Central Agencies and Delhi Police, arresting the second perpetrator of the Chandigarh Grenade Blast case within 72 hours, the investigation has revealed that the USA-based wanted gangster Harpreet Singh alias Happy Passia, operating under the orders of Pakistan-based Babbar Khalsa International (BKI) terrorist Harvinder Singh alias Rinda and the ISI, manipulated the accused by providing explosives, weapons, and logistical support but reneged on his promised rewards.

“Following leads generated through various sources, the second perpetrator, Vishal Masih, son of Sabi Masih, a resident of Raimal village near Dhyanpur PS Kotli Surat Mallian, Batala, District Gurdaspur, has been arrested in Delhi,” informed Director General of Police (DGP) Punjab Gaurav Yadav in a post on his X handle (formerly Twitter).

On Wednesday evening, two individuals executed a grenade blast in Sector 10, Chandigarh. Recognizing the incident as a potential terror crime, Punjab Police and Central Agencies acted swiftly and apprehended one of the accused, Rohan Masih, on Friday along with a weapon and ammunition. Rohan Masih is currently under remand with the State Special Operation Cell (SSOC), Amritsar.

DGP Gaurav Yadav stated that the investigation has unveiled Happy Passia’s involvement in providing explosives, weapons, and logistical support to the accused persons through his local associates in Punjab. He also arranged some financial backing for them. After committing the crime, the duo went to Amritsar and subsequently parted ways. Vishal first went to Jammu and Kashmir and then moved to Delhi, where he was apprehended by police teams.

“The probe has also revealed that Happy Passia initially offered funds to entice the individuals involved, promising substantial payment upon the successful execution of the criminal plan. However, after completing the task, both accused persons contacted Happy Passia for the promised rewards, only to be met with initial evasion and eventual radio silence,” he said.

The DGP, while emphasizing the exploitative nature of these anti-national elements, urged the youth to be cautious of these deceitful terrorist handlers who use and discard vulnerable individuals with false promises. He advised against falling prey to such elements who will first exploit you by promising big rewards and then abandoning you.

Notably, this pattern of betrayal by foreign handlers has been observed in previous investigations as well. These handlers often lure innocent local youth with false promises and later abandon them once the act is done.

Sharing further details, AIG SSOC Amritsar Sukhminder Singh Mann said that in-depth investigations are being conducted in coordination with the Chandigarh Police to uncover the entire conspiracy and Happy Passia’s local network. Police teams have obtained remand for accused Vishal Masih until September 20, 2024, after producing him in court.
