In a historic citizen-centric move, Punjab Chief Minister Bhagwant Mann, along with AAP National Convener Arvind Kejriwal, launched India’s first fully faceless RTO services today — symbolically locking the RTO office door to mark the end of an era of corruption, harassment, and middlemen.

56 RTO Services Now 100% Faceless

Citizens can now avail all major RTO services — including driving licenses, vehicle registration (RC), renewals, transfers, permits, and international driving permitswithout stepping into an RTO office.

How to Access:

  • Call 1076 (Helpline) from home
  • Visit Seva Kendras across Punjab (trained staff available)
  • No cyber café, no agent, no multiple visits

Arvind Kejriwal: “A Global First in Governance”

Speaking to the media, Kejriwal said:

“After independence, people became slaves to corrupt babus. Today, Punjab has broken those chains. With one call to 1076, you get your DL, RC — everything. This is freedom from corruption, inconvenience, and touts — and it’s happening for the first time in the world.”

He called it a “Digital Revolution in Transport Governance”, benefiting:

  • Rural residents
  • Senior citizens
  • Persons with disabilities
  • Working professionals

“No more wasting time, money, or energy. Services will come to you.”

CM Mann: “We’ve Locked Inconvenience & Corruption”

CM Mann emphasized:

“This aligns with our zero-tolerance policy on corruption. Just like we closed 19 toll plazas to stop loot, today we close RTO offices to stop harassment.”

He assured:

  • No employee will be removed — all will be redeployed to other departments as per eligibility.
  • Help desks at RTOs for first 15 days to guide citizens on the new system.
  • RTOs will now focus on core functions like road safety, enforcement, and policy.
