Ongoing Civil Defense Training in Punjab
Following the directives of the Punjab Government, Health Minister Dr. Balvir Singh, and district administration, continuous training exercises and mock drills are being conducted across the district to prepare for wartime self-defense and life-saving measures. These initiatives, led by Punjab Home Guard Civil Defense DGP Sanjeev Kalra and District Commander Gurlavdeep Singh, aim to equip individuals with essential survival and rescue skills.
Training Session at Rajindra Hospital
Under the supervision of Dr. Vishal Chopra, Medical Superintendent of Rajindra Hospital, Patiala, a training session and mock drill were organized for doctors and staff members. The session was conducted by Kaka Ram Verma, a Government of India Disaster Management Civil Defense First Aid and Fire Safety Trainer, and Mohan Deep Singh, Company Commander and Nodal Officer of Civil Defense. They provided critical guidance on wartime survival techniques, including:
- Protecting oneself from intense heat, toxic gases, and bomb blasts by lying flat in trenches or on the ground, keeping the chest and heart elevated, covering ears with fingers, tying a wet cloth over the nose and mouth, and placing a cloth between the teeth.

Life-Saving Techniques Taught
The training also covered essential first aid and rescue methods, such as:
- Administering CPR, creating artificial respiration, and using ventilators.
- Positioning victims in the recovery position.
- Controlling bleeding from wounds, while avoiding stopping blood flow from the nose, mouth, or ears.
- Preparing stretchers using ropes, dupattas, sheets, turbans, branches, sticks, or wipers, and safely transporting victims during rescue operations.
Emphasis on Regular Training
Dr. Vishal Chopra highlighted the importance of such programs, stating, “Continuous training exercises and mock drills are highly beneficial for future preparedness.” He noted that last year, Kaka Ram Verma had trained all students of the medical and nursing colleges in disaster management, civil defense, first aid, and fire safety. Dr. Chopra expressed gratitude to the trainers and emphasized Health Minister Dr. Balvir Singh’s vision to ensure that students, teachers, citizens, police, factory workers, NSS volunteers, and NCC cadets receive such training two to three times a year, with support from Kaka Ram Verma and social service organizations.
