Punjab Medical Education and Research Minister Dr. Balbir Singh visited Government Rajindra Hospital in Patiala last night to assess the incident involving the discovery of an infant’s head. He issued strict directives to hospital authorities to take appropriate measures to ensure such incidents do not recur.
During his visit, Dr. Balbir Singh announced that cradles will be installed to care for unwanted infants, and provisions will be made for parents unable to perform last rites for stillborn infants to hand over their remains to hospital authorities. He appealed to the public not to abandon infants in garbage dumps but to surrender them to government hospitals or district administration.
Dr. Balbir Singh revealed that preliminary investigations indicate the infant’s father disposed of the stillborn infant’s body in the hospital’s garbage dump. Both forensic and police investigations are ongoing to further examine the incident.
The Health Minister held a high-level meeting with Deputy Commissioner Dr. Preeti Yadav, Municipal Corporation Commissioner Paramvir Singh, ADC Simarpreet Kaur, Medical College Director-Principal Dr. R.P.S. Sibia, Medical Superintendent Dr. Vishal Chopra, SP City Palwinder Singh Cheema, and Dr. Ankit Narang. He instructed authorities to implement measures to prevent such distressing and inhumane incidents, emphasizing improved security arrangements, installation of CCTV cameras at garbage dumps, and solutions for stray dogs on hospital premises.

Speaking informally to the media, Dr. Balbir Singh stated that under Chief Minister Bhagwant Singh Mann’s leadership, the Punjab Government acts promptly on incidents and takes responsibility. He highlighted significant improvements in government hospitals, including resolving decades-old issues at Rajindra Hospital, such as rodent problems. The issue of stray dogs will now be addressed in accordance with Supreme Court guidelines and established procedures.
Dr. Balbir Singh appealed to animal lovers, particularly those concerned for stray dogs, to assist the government in removing dogs from hospitals, as their presence poses risks to patients and their families.
