Historic ₹3,500 Crore Education Reform: Punjab Partners with World Bank for Sikhya Kranti 2.0

In a landmark development for Punjab’s education sector, the Bhagwant Mann-led government has officially launched Punjab Sikhya Kranti 2.0 — a bold new phase of school education transformation backed by a total investment of ₹3,500 crore over the next six years. The ambitious mission aims to consolidate and deepen structural reforms in government schools while aligning Punjab’s education system with global benchmarks.

As a key component of the initiative, the Punjab Government has signed a major collaboration agreement with the World Bank to support the implementation of the programme. This partnership underscores the international community’s recognition of the tangible and measurable progress Punjab has already achieved in public education reform.

The ₹3,500 crore mission comprises ₹2,500 crore in World Bank loan assistance and ₹1,000 crore from the Punjab state budget — marking one of the largest single investments in school education reform in the state’s history.

Punjab Sikhya Kranti 2.0 builds directly on the outstanding success of the first phase of Punjab Sikhya Kranti, which dramatically transformed government schools statewide and propelled Punjab to the number one position in national education rankings.

In the PARAKH Rashtriya Sarvekshan 2024 — a nationwide assessment conducted by the Government of India — Punjab emerged as the top-performing state in classroom learning outcomes, surpassing even Kerala and establishing itself as the national leader. This historic achievement is the direct result of deep-rooted reforms introduced under Punjab Sikhya Kranti, including strengthened classroom teaching, massive infrastructure upgrades, and improved school governance across nearly 20,000 government schools.

Over the past two years, the state has also introduced structured career guidance systems, expanded access to science and commerce streams, enhanced teacher training frameworks, and modernized infrastructure in thousands of schools — turning policy commitments into verifiable, on-ground results.

These foundational reforms have created a strong, credible base. Punjab Sikhya Kranti 2.0 now aims to institutionalize these gains and position Punjab’s education system to compete with the world’s best.

Chief Minister Mann said the success of Punjab Sikhya Kranti has fundamentally changed the narrative around government schools in the state. “Punjab has proven that government schools can lead the nation. Our number one ranking in the PARAKH Rashtriya Sarvekshan 2024 is clear evidence of that transformation. With Punjab Sikhya Kranti 2.0, we are now gearing up to compete with the best education systems globally. The World Bank’s partnership is a testament to the credibility, transparency, and seriousness with which we have pursued education reforms. This is the next big leap in our promise to every child in Punjab,” the Chief Minister declared.

Education Minister Harjot Bains emphasized that the first phase delivered concrete, measurable results, and the second phase will scale up both the depth and reach of reforms. “Punjab Sikhya Kranti turned our government schools around and placed Punjab at the top of national rankings. Punjab Sikhya Kranti 2.0 will now accelerate our journey from national leadership to global excellence. Every child in Punjab deserves education opportunities on par with international standards — and this mission will make that vision a reality,” the Minister stated.

Outlining the key priorities of the next phase, the government explained that the ₹3,500 crore mission will focus on outcome-driven interventions to sustain and expand earlier gains. Key focus areas include:

  • Strengthening foundational learning through structured assessments, improved teaching methods, and targeted academic support to ensure every child masters basic skills.
  • Expanding access to higher education and career pathways by increasing science and commerce streams, upgrading vocational education, and rolling out structured career counselling systems.
  • Launching a comprehensive Career Guidance Portal to provide digital, personalized counselling, aptitude testing, and informed decision-making for stream and career choices across the state.
  • Empowering teachers and school leaders through strengthened training institutions, modernized professional development, and a robust school leadership framework.
  • Promoting transparent, data-driven, and accountable school management by empowering School Management Committees and increasing community participation.
  • Building future-ready infrastructure — safe, sustainable, digitally enabled learning environments aligned with long-term resilience and global standards.

While Punjab Sikhya Kranti laid the strong foundation, Punjab Sikhya Kranti 2.0 now takes that transformation to the next level — preparing Punjab’s education system to stand shoulder-to-shoulder with the best in the world.
