Punjab Chief Minister Bhagwant Mann addressed public concerns and clarified misconceptions about the state’s land pooling policy during an interactive session under the ‘AAP Sarkar, Aapke Duwar’ program in Patiala. Emphasizing transparency, inclusivity, and public welfare, CM Mann assured citizens that the government is not forcibly acquiring land but is instead seeking farmers’ and landowners’ consent for sustainable urban development.
Countering opposition propaganda spreading fear about forced land acquisition, CM Mann stated, “Some are falsely claiming the government will seize your land. I’m here to clarify: no land will be taken without your agreement. We seek your participation and advice to bring development directly to you.”
Exposing past governments’ malpractices, he remarked, “Leaders like Sukhbir Badal would approve plans and share them with their cronies, leading to massive profiteering while farmers and common people suffered. Those days are over. Our government is committed to fairness and transparency.”

What is Land Pooling?
CM Mann outlined the key features of the land pooling policy, designed to benefit landowners significantly:
- Voluntary Participation: Landowners can opt in or continue using their land for farming or other purposes if they choose not to participate.
- Assured Returns: For each acre contributed, landowners receive a 1,000-square-yard residential plot in developed urban areas and 200 square yards of commercial space for shops or showrooms, with substantially higher market value post-development.
- No Costs to Landowners: The government covers all development expenses, including roads, drainage, electricity, and water supply infrastructure.
“For example, if your land is valued at ₹1 crore per acre today, the developed property you receive could be worth ₹3-4 crore. You can retain it, rent it for steady income, or sell it as you wish,” CM Mann explained.
Tackling Illegal Colonies
The Chief Minister addressed the widespread issue of unauthorized colonies, a result of corruption and mismanagement under previous Akali and Congress governments:
“Illegal colonies proliferated across Punjab, leaving residents without basic amenities like sewage, electricity, or clean water. Builders profited and abandoned people. Our government will regulate and redevelop these colonies, ensuring modern facilities for all residents.”
CM Mann emphasized modern urban planning for rural Punjab, stating, “Our villages deserve city-like quality of life with proper sewage, parks, electricity, and clean water. This is about restoring dignity to our rural communities.”
