Multi-Crore Land Fraud Uncovered: Vigilance Bureau Arrests Advocate, Books Nine

The Punjab Vigilance Bureau (VB) has registered a case against nine individuals for fraudulently registering 14 Kanal of land in Ludhiana, belonging to an NRI in the USA, using forged documents. In connection with this, Advocate Gurcharan Singh of Ludhiana has been arrested for his key role in facilitating the fake land registration worth crores.

A VB spokesperson revealed that a surprise check at the Sub-Registrar Office, Tehsil West, Ludhiana, on February 21, 2025, uncovered the fraud. Investigations showed that a sale deed for prime land near Loduwal-Verka bypass was executed on February 11, 2025, between a fake “Deep Singh” (seller) and Deepak Goel of Panchkula (buyer) for ₹30 lakh, while its market value is approximately ₹6 crore. The real Deep Singh resides in the USA, and an imposter impersonated him for the registration.

The original sale deed was seized, confirming the fraud. Tehsildar West Ludhiana, Jagsir Singh Saran, executed the deed in the presence of the fake Deep Singh. Amit Gaur signed as the buyer’s representative, and witnesses, including property dealer Raghbir Singh, Advocate Gurcharan Singh, and Namberdar Baghel Singh, identified the imposter as the genuine landowner.

The investigation revealed the 14 Kanal land is in Village Noorpur Bet, Ludhiana. The real Deep Singh, 55, has lived in the USA since birth. The imposter used forged Aadhaar and PAN cards, claiming to be 39 years old, while the real Deep Singh was born in 1971.

The probe also found serious lapses by revenue officials who failed to verify the involved parties. An FIR has been registered under the Bharatiya Nyaya Sanhita (BNS) at the Economic Offences Wing, and the investigation is assigned to VB Range Ludhiana. The accused include Tehsildar Jagsir Singh Saran, Deepak Goel, Namberdar Baghel Singh, registry clerk Krishan Gopal, Advocate Gurcharan Singh, Amit Gaur, the fake Deep Singh, a computer operator, and Raghbir Singh.

Advocate Gurcharan Singh, who identified the fake Deep Singh as a witness, has been arrested and will be produced in court. Efforts are underway to arrest the remaining accused.
