Chandigarh, January 2
In a major step towards universal health coverage, the Punjab Government has signed an agreement with United India Insurance Company to launch the Mukh Mantri Sehat Yojna (MMSY), providing ₹10 lakh annual cashless health cover to every family in the state.
Key Highlights:
- Scheme to be formally launched on January 15, 2026, by Chief Minister Bhagwant Singh Mann and AAP National Convenor Arvind Kejriwal.
- Mukh Mantri Sehat Yojna (MMSY) offers cashless treatment up to ₹10 lakh per family per year for all Punjab residents, including government employees and pensioners.
- No income limit or exclusion criteria — bona fide residents can enrol using Aadhaar and Voter ID.
- Over 824 hospitals already empanelled for secondary and tertiary care, with more expected to join.
The agreement was signed in the presence of Health and Family Welfare Minister Dr Balbir Singh by State Health Agency (SHA) CEO Sanyam Aggarwal and United India Insurance Executive Director Mathew George.
Describing the initiative as a revolutionary reform, Dr Balbir Singh said the new scheme expands and universalises the previous ₹5 lakh limited coverage. “This will ensure cashless treatment up to ₹10 lakh per family annually for all residents, delivering health security and dignity to every household,” he added.
The scheme will be formally launched on January 15, 2026, by CM Bhagwant Singh Mann and Arvind Kejriwal.
Emphasising inclusivity, the Health Minister noted there are no income caps or exclusions. Enrolment will be straightforward at Common Service Centres (CSCs) using Aadhaar and Voter ID, followed by issuance of dedicated MMSY health cards. A dedicated helpline will soon be operational to assist beneficiaries.

United India Insurance, chosen for its successful implementation of similar schemes in states like Tamil Nadu, will handle coverage up to ₹1 lakh per family for Punjab’s approximately 65 lakh families. For treatments exceeding ₹1 lakh up to ₹10 lakh, the State Health Agency will provide coverage on a trust basis.
The scheme incorporates the latest Health Benefit Package (HBP 2.2), covering over 2,000 procedures. Beneficiaries can access care at a network of 824 empanelled hospitals, including 212 public, 8 Government of India, and more than 600 private facilities.
Principal Secretary Health Kumar Rahul was also present during the agreement signing.
