Chandigarh, January 27:

In line with Chief Minister Bhagwant Singh Mann’s directives to ensure uninterrupted power supply at government healthcare facilities, Punjab Health and Family Welfare Minister Dr. Balbir Singh on Monday ordered comprehensive power supply and fire safety audits across all medical colleges, civil hospitals, sub-divisional hospitals, and block-level hospitals in the state.

The Health Minister issued these instructions during a high-level meeting with civil surgeons of civil hospitals and medical superintendents of medical colleges. The meeting was attended by Administrative Secretary of Health and Family Welfare Kumar Rahul, Secretary of Public Works Department (PWD) Ravi Bhagat, Managing Director of Punjab Health System Corporation (PHSC) Varinder Kumar Sharma, CMD of PSPCL Er. Baldev Singh Sran, Director of Health Dr. Hitinder Kaur, and Director of Research and Medical Education Dr. Avnish Kumar.

As per the Health Minister’s directives, all critical care units, including operation theaters, labor rooms, emergency departments, SNCUs, and NICUs, must be equipped with UPS-based power backup to ensure at least 30 minutes of uninterrupted power during outages. Additionally, all healthcare facilities must have fully functional generator sets with an adequate supply of diesel to maintain seamless operations.

Dr. Balbir Singh also ordered the formation of committees at district, sub-division, and block levels to oversee power supply and fire safety measures. These committees will include representatives from the Health Department, Medical Colleges, PSPCL, and PWD-Electrical. Their primary responsibility will be to ensure uninterrupted power supply and regularly report on the functionality of UPS systems and other power backup mechanisms at healthcare facilities.

“These committees will conduct frequent inspections at their respective hospitals to ensure the availability of power backup and fully functional generator sets,” said Dr. Balbir Singh.

The Health Minister further instructed civil surgeons to ensure that backup power supply is activated immediately during power cuts to prevent disruptions in critical services. He emphasized the need for effective communication linkages with personnel responsible for switching on backup power to ensure prompt action.

To streamline coordination, the Health Minister also ordered the creation of WhatsApp groups comprising all committee members to facilitate quick responses during power outage situations.

In addition to power supply measures, Dr. Balbir Singh directed concerned officers to conduct immediate fire safety audits and ensure the availability of fire extinguishers, particularly in critical care units.

These steps aim to enhance the safety and reliability of healthcare services across Punjab, ensuring that medical facilities are well-equipped to handle emergencies and provide uninterrupted care to patients.
