
Chandigarh, January 10
The Punjab State Information Commission has imposed a one-year ban on Manjinder Singh, a resident of Kharar, Sahibzada Ajit Singh Nagar district, from filing any further applications with the Commission. The order was issued today by State Information Commissioner Sandeep Singh Dhaliwal.
The ban comes after a hearing on January 8, 2025, during which Commissioner Dhaliwal reviewed approximately 70 second appeals filed by Manjinder Singh. The review revealed that Singh was using fabricated RTI applications for blackmailing government employees and officials and engaging in corrupt practices to influence government work. The Commission had repeatedly questioned the public interest served by these RTIs, but Singh failed to provide satisfactory responses.

Citing previous rulings by higher courts in similar cases, Commissioner Dhaliwal imposed the one-year ban. The Commission also cancelled any fines or compensations previously imposed on officials in cases related to Singh’s RTI applications. Public authorities have been instructed to disregard any future applications from Manjinder Singh under Section 7(9) of the RTI Act, 2005, if they are deemed repetitive or excessively burdensome.
