Punjab Pioneers Cancer Care with WHO-Supported ‘Mission Umeed’

In a groundbreaking effort to tackle the rising cancer burden, the Punjab Government, in collaboration with the World Health Organization (WHO) India, has launched the ‘Mission Umeed’ Cancer Care Pilot Project in Bathinda, SAS Nagar (Mohali), and Gurdaspur districts. This transformative initiative was jointly unveiled by Punjab’s Health and Family Welfare Minister, Dr. Balbir Singh, and WHO India Representative, Dr. Roderico H. Ofrin, marking a significant step toward accessible, equitable, and high-quality cancer care.

Key Features of Mission Umeed

  • Focus Areas: Targets early detection, timely diagnosis, and prompt treatment of oral, breast, and cervical cancers—among India’s most common and preventable cancers.

  • Systems-Based Approach: Integrates cancer care into Punjab’s public health system, from grassroots Ayushman Arogya Kendras to advanced tertiary hospitals, aligning with the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD).

  • Goal: Reverses the trend where over 60% of cancer cases in Punjab are diagnosed at advanced stages, improving outcomes through early intervention.

Health Minister’s Vision

Dr. Balbir Singh emphasized, “Cancer is not a death sentence—it is curable with timely diagnosis. Early detection is the cornerstone of effective cancer care. Mission Umeed reflects our commitment to health as a fundamental right and our resolve to build an inclusive, resilient health system. Punjab is setting a national example through innovation and strong partnerships.” He urged citizens to adopt healthier lifestyles, including daily physical activity and nutritious diets, to curb rising cancer rates driven by unhealthy habits.

WHO’s Endorsement

Dr. Roderico H. Ofrin praised Punjab’s proactive approach, stating, “Mission Umeed is a leading example of comprehensive cancer care in India. Punjab’s sustained investments position it to meet the NCD targets of Sustainable Development Goal 3 (SDG-3) by 2030. WHO is proud to support this initiative and will provide ongoing technical assistance to make it a replicable model nationwide.”

Implementation Framework

The pilot employs a three-tier referral model, including:

  • Universal Screening: For individuals aged 30 and above.

  • Capacity Building: Training frontline workers and clinical staff.

  • Digital Monitoring: Via the NP-NCD portal for seamless follow-up and referrals.

  • Community Engagement: Led by ASHAs, Community Health Officers (CHOs), and local governance for awareness campaigns.

The initiative builds on Punjab’s prior collaboration with WHO India, such as the India Hypertension Control Initiative, and aims to reduce tertiary hospital burden while strengthening community-level care. It aspires to create a scalable model for national and global cancer care strategies.

Standard Treatment Guidelines (STGs)

Dr. Balbir Singh also launched updated STGs, developed by experts from AIIMS Delhi, PGI, Homi Bhabha, Government Medical Colleges, and state specialists. These guidelines ensure consistent, high-quality cancer care across Punjab.
