Punjab Police Signs MoU with Hartek Foundation to Empower Youth via Community Engagement

Punjab Police’s Community Affairs Division (CAD) and the Hartek Foundation have signed a Memorandum of Understanding (MoU) to empower vulnerable and disoriented youth across the state through skill development, counseling, awareness, capacity-building, and community engagement programs. This initiative marks a significant move toward youth empowerment and community-focused policing.
The MoU was signed by Special Director General of Police (Special DGP) Community Affairs Gurpreet Kaur Deo and Hartek Foundation CEO Harkirat Kaur on Tuesday, launching a strategic partnership tied to the ongoing Yuva Saanjh Initiative, a youth engagement program.

Special DGP Gurpreet Kaur Deo stated that the Hartek Foundation will assist CAD in standardizing the program’s implementation by organizing regular training and capacity-building sessions for police officials and Yuva Saanjh committees. She noted that this collaboration will provide a clear roadmap for a consistent and effective rollout across Punjab, ensuring a structured impact.
“The Yuva Saanjh initiative aims to build trust between the police and youth, especially those who feel disconnected or at risk. This platform will foster community engagement and youth empowerment,” said Deo, adding that the partnership seeks to transform police-youth relations by creating inclusive, safe community spaces. The effort will promote leadership, civic responsibility, and essential life skills, with a focus on underserved and at-risk areas.
She further mentioned that the first phase will be piloted in selected districts, implemented through local Saanjh Kendras under CAD’s guidance, targeting the reintegration of vulnerable youth into society via skill development and employment opportunities to make them positive community influencers.
