Punjab to Mandate Registration of Dog Breeders and Pet Shops to Promote Humane Treatment of Animals

In a landmark step towards ensuring the humane treatment of animals, the Punjab Government has announced the mandatory registration of all dog breeders and pet shops under the Pashu Bhalai Board Punjab . This initiative aims to curb cruelty against animals and encourage responsible breeding practices across the state.
The decision was taken during a meeting of the Pashu Bhalai Board Punjab , chaired by Gurmeet Singh Khudian , Minister of Animal Husbandry, Dairy Development, and Fisheries, held at the Livestock Complex, Sector-68, SAS Nagar (Mohali) .
Promoting Ethical Practices in Animal Care
Speaking on the occasion, Gurmeet Singh Khudian stated that dog breeders and pet shops would be registered under the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules, 2016 . The primary objective of this move is to prevent animal cruelty and promote ethical breeding practices in Punjab.
The Pashu Bhalai Board will oversee and regulate the activities of breeders and pet shops, ensuring compliance with standards that prioritize the health and well-being of animals. Key measures include:
- Ensuring animals are not subjected to inhumane living conditions.
- Providing adequate care, nutrition, and medical attention to animals.
- Preventing overbreeding and unethical marketing practices for pets, including dogs and cats.
Khudian emphasized that this initiative will foster ethical practices in the pet industry while safeguarding the rights and welfare of animals.
Awareness and Implementation of Rules
The Minister also urged the Board members and officials to educate pet shop owners and breeders about proper animal care, welfare guidelines, and relevant rules. He stressed the need for immediate implementation of transportation rules and load limits for animals by concerned authorities to prevent their exploitation during transit.
Creating Awareness Among the Public
To further strengthen animal welfare efforts, Gurmeet Singh Khudian called on the Board members to take proactive steps, such as organizing lectures and awareness campaigns in schools and colleges. These initiatives aim to educate the younger generation about animal rights and the importance of preventing cruelty against animals.
