Major boost to healthcare, cooperative governance and transparent mining

In a significant step towards delivering quality healthcare across Punjab, the state Cabinet, chaired by Chief Minister Bhagwant Singh Mann, on Friday approved the empanelment of 300 specialist doctors across 12 critical specialties in government health facilities.
The specialists will cover Medicine, Pediatrics, Psychiatry, Dermatology, Chest & TB, General Surgery, Gynaecology, Orthopaedics, Ophthalmology, ENT, Anaesthesiology, and Radiology. Empanelment will be done at the district level through Civil Surgeons, and doctors will receive a fixed fee per patient for OPD, IPD, emergency services, and major/minor surgeries. This move is expected to dramatically improve specialist availability and the quality of secondary healthcare in districts and sub-divisional hospitals.
Uniform Disciplinary & Appellate Framework for Cooperative Sector The Cabinet approved the insertion of Rule 28A in the Punjab Cooperative Societies Rules, 1963, introducing a uniform disciplinary and appellate system. The new framework eliminates duplicate appeal channels, prevents conflicting decisions, and establishes a clear chain of command. It ensures employees’ rights are protected through due process while strengthening accountability across all apex cooperative institutions and central cooperative banks in Punjab.

Punjab Minor Minerals Rules, 2013 Amended In line with the Punjab State Minor Minerals (Amendment) Policy, 2025, the Cabinet cleared necessary additions and substitutions to the Punjab Minor Minerals Rules, 2013. The updated rules will govern the allocation of mining rights for crusher-zone mining leases and landowner mining sites, promoting greater transparency and ease of doing business in the minor minerals sector.
Chief Minister Bhagwant Singh Mann described these decisions as part of the government’s ongoing mission to provide accessible, high-quality healthcare, clean and efficient governance, and investor-friendly policies in every sector.
