Punjab’s New Electricity Policy: NOC-Free Connections

Big Relief for Consumers – Connections to be Released on Simple Undertaking

In a major pro-people decision, Punjab Power Minister Sanjeev Arora announced that the Punjab State Power Corporation Limited (PSPCL) will now release new electricity connections without requiring any No Objection Certificate (NOC) or sanctioned building plans from local bodies.

Applicants will only need to submit a mandatory undertaking along with additional security equivalent to Service Connection Charges.

Key Highlights of the New Policy:

  • Earlier, NOCs/Regularisation Certificates/Sanctioned Building Plans from authorities like MCs, GMADA, GLADA, JDA, ADA, PDA, or BDA were mandatory.
  • Delays in obtaining these documents caused immense hardship to citizens.
  • Following directions from Chief Minister Bhagwant Singh Mann, PSPCL has implemented an applicant-friendly solution with immediate effect.

New Procedure (as per Supply Code 2024):

  1. Applicant submits an undertaking stating that the connection is liable to be disconnected if the premises are later declared illegal/unauthorised by any competent authority.
  2. Pays security equal to Service Connection Charges (to cover possible dismantlement costs) in addition to all regular applicable charges.
  3. Connection released without further delay.

Power Minister Arora emphasised that the decision reflects the vision of AAP National Convenor Arvind Kejriwal and CM Bhagwant Mann to provide basic amenities without unnecessary harassment while maintaining legal safeguards.

“The Mann Government believes no household should be deprived of electricity because of bureaucratic delays. This step ensures quick access to power with full accountability,” Arora added.

Additional Simplifications Already in Place:

  • For loads up to 50 kW (LT category): No test report or self-certification from licensed contractors required.
  • Applicant only needs to declare in the online form that internal wiring has been executed and tested by a licensed contractor and the test certificate is available with them.

Minister Arora directed PSPCL officials to ensure strict, transparent, and uniform implementation of the revised guidelines across Punjab. He also said simplification of application forms and full digitalisation of records are being fast-tracked.
