Born on July 1, 1965, in New Delhi, Er. Saini was raised in a family rooted in values of integrity and service, shaped by his father, Sardar Ajmer Singh, and late mother, Smt. Mohan Kaur. He completed his schooling at Khalsa School, Lajpat Nagar, and Government Model School, Vivek Vihar, before earning a B.Sc. (Hons.) in Mechanical Engineering from Regional Engineering College, Rourkela (now NIT Rourkela) in 1986.

Er. Saini joined the Punjab State Electricity Board (PSEB), now Punjab State Power Corporation Limited (PSPCL), as an Assistant Engineer on May 6, 1987. He rose to the pinnacle of technical leadership, serving as Engineer-in-Chief and later as Director Commercial and Director HR of PSPCL from March 1, 2023, to March 28, 2025.
