Background and Early Life

Born on July 1, 1965, in New Delhi, Er. Saini was raised in a family rooted in values of integrity and service, shaped by his father, Sardar Ajmer Singh, and late mother, Smt. Mohan Kaur. He completed his schooling at Khalsa School, Lajpat Nagar, and Government Model School, Vivek Vihar, before earning a B.Sc. (Hons.) in Mechanical Engineering from Regional Engineering College, Rourkela (now NIT Rourkela) in 1986.

Career Highlights

Er. Saini joined the Punjab State Electricity Board (PSEB), now Punjab State Power Corporation Limited (PSPCL), as an Assistant Engineer on May 6, 1987. He rose to the pinnacle of technical leadership, serving as Engineer-in-Chief and later as Director Commercial and Director HR of PSPCL from March 1, 2023, to March 28, 2025. His tenure was marked by exceptional efficiency and dual-charge responsibilities, earning widespread respect.

  1. Massive Recruitment Drive: As Director HR, Saini oversaw the recruitment of 5,704 young professionals across technical and non-technical roles through a transparent, merit-based process, revitalizing PSPCL’s workforce.

  2. Consumer-Centric Initiatives: He introduced measures to support economically weaker consumers, enhancing billing, metering, and grievance redressal systems for greater accessibility and efficiency.

  3. Reliable Power Supply: From 2022 to 2025, Saini ensured uninterrupted electricity for over 1 crore consumers, including 14 lakh agricultural consumers, during peak demand periods like paddy seasons and summer months, preventing major outages.

  4. Mohali’s Power Infrastructure: Under his leadership, Mohali saw significant upgrades, including the rollout of Punjab’s Smart Metering initiative, enabling digital monitoring, bill payments, and complaint registration.

  5. GVK Thermal Plant Acquisition: Saini played a pivotal role in PSPCL’s acquisition of the GVK thermal plant, a rare feat that bolstered Punjab’s energy security and generation capacity.

Personal Anecdote

Having worked closely with Er. Saini for over 15 years, Manmohan Singh, a former Deputy Secretary (Public Relations) at PSPCL, recalls a defining moment from March 2023. During a discussion about a pending promotion, Saini assured, “Manmohan Singh, you will go home today with your Deputy Secretary appointment order.” By 5:00 PM that day, the promotion was finalized, reflecting Saini’s decisive and empathetic leadership.
