The Punjab Vigilance Bureau (VB) has achieved a significant milestone in its fight against corruption by attaching eight properties and three bank accounts linked to Rakesh Kumar Singla, former Deputy Director of the Punjab Food and Civil Supplies Department, his wife Rachna Singla, and their sons Swaraj Singla and Siddarth Singla. This action follows a court order in connection with ongoing criminal proceedings.
Details of the Case
A VB spokesperson revealed that the attachment was ordered by the Ludhiana court in the case titled “State vs. Rakesh Kumar Singla and Others”, under FIR No. 8 dated April 19, 2023, registered under Sections 13(1)(b) read with 13(2) of the Prevention of Corruption Act and Section 120-B of the Indian Penal Code. The attached assets include:

Five commercial shops at The Celebration Bazar, near Patwarkhana, GT Road, Khanna (Shop Nos. UGF-30, UGF-29, UGF-27, UGF-28, and GF-31), registered on June 30, 2021.

Office space in the International Trade Tower, Mullanpur, SAS Nagar.

Court Restrictions
On September 15, 2025, the court prohibited the accused, their legal heirs, or attorneys from transferring or mortgaging these properties during the case’s pendency, ensuring the assets remain secured as the investigation progresses.
Investigation Background
The VB’s probe stems from FIR No. 11 dated August 16, 2022, which accused Singla of corruption and embezzlement. Investigations revealed that Singla allegedly amassed wealth disproportionate to his known income sources, using illicit funds to purchase properties in his family members’ names. Singla and his wife, residents of Rajguru Nagar, Ludhiana, have been declared proclaimed offenders after evading law enforcement.
